Golden Valley Electric Association

Rates

GVEA offers five different rates to its members, depending on the classification of the service provided. The rates are divided into two categories: Residential and General Service (GS). Eighty-five percent of the electric services on GVEA's system are single-family dwellings, classified under the Residential rate. The four General Service rates apply to small and large power users that do not qualify for the Residential rate.

The General Service rates break down as follows:
GS - 1   Services under 50 kilowatts (kW) of demand per billing cycle
GS - 2 (1)   Services 50 kW and higher of demand per billing cycle
GS - 2 (2)   Services at primary voltage
GS - 2 (3)   Services at transmission voltage

Customer Charge

The Customer Charge, a monthly flat fee, covers a portion of the basic costs of providing electric service. It covers costs for meter reading, billing and customer service. This charge has not increased since 2002, despite indirect effects of the rising price of oil.

Energy Charge (KWH charge)

This charge is multiplied by the number of kilowatt-hours (kWh) used in that monthly billing period. It includes a base cost for fuels such as the coal and oil we use to generate power as well as power we purchase. It covers the costs of power plants and substations and the labor and maintenance to operate them, as well as interest on loans. The costs of wires, poles and transformers to deliver power are also included in this charge.

For our example of the average residential bill, the energy charge is calculated:
750 x $.11389 = 85.4175

Fuel Adjustment

The Fuel Adjustment covers the remaining portion of fuel costs. It is based on a combination of forecasted and actual power costs. This monthly charge allows Golden Valley to pass on increases and decreases in fuel and energy purchases to our members and is calculated quarterly.

In the sample bill, it is calculated as:
750 x $.08113 = 60.8475

Regulatory Charge

This charge of .000362 per kWh is set by the Regulatory Commission of Alaska. Since November 1, 1992, the Regulatory Commission of Alaska (RCA), has been funded by a Regulatory Charge to the utilities it regulates rather than through the State general fund. The charge, labeled "Regulatory Cost Chg." on your bill, is set by the RCA and applies to all retail kiowatt-hours sold by regulated electric utilities in Alaska.

Bill Calculation

The following example shows how the total due was calculated for a sample residential bill for 750 kilowatt-hours.
Monthly customer charge $15.00
750 kWh x $0.11389 $85.42

$100.42

Fuel Adjustment*
(750 kWh x $0.08113)
$60.85
Regulatory Cost Charge**
(750 kWh x $0.000362)
$ 0.27
Total due: $161.54
